CALL TO ORDER and ROLL CALL
Mayor Gerald Wiley, called the Regular Meeting of the Governing Body, Village of Cloudcroft, to order at 6:00 p.m. by calling for the Pledge of Allegiance and Salute to the State Flag. Trustees Keith Hamilton, Matt Willett, Gail McCoy and Danny Hardwick were recorded present in person. There were approximately 10 visitors in attendance.

APPROVAL OF MINUTES
Trustee Hamilton moved to approve the minutes of the Regular Meeting of April 21, 2026, as presented, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”. Trustee Willett moved to approve the minutes of the Budget Workshop of April 28, 2026, as presented, Trustee Hamilton seconded the motion and the motion carried with a roll call vote of all voting “aye”. Trustee Hamilton moved to approve the minutes of the Special Meeting of May 4, 2026, as presented with changes, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”. Trustee Hardwick moved to approve the minutes of the Budget Workshop of May 1-3, 2026, as presented, Trustee Hamilton seconded the motion and the motion carried with a roll call vote of all voting “aye”.
REPORTS FROM TRUSTEES
Trustee McCoy reminded everyone of the upcoming 4th of July parade and reported they have 17 entries for the parade but no volunteers. She asked for anyone willing to volunteer to contact her. Trustee Hamilton announced the annual memorial weekend rummage sale being held by Sparky’s at the main fire station.
PUBLIC INPUT.
Heidi Sanchez and Dave Dooling presented to Council their support of Sunspot Observatory and stated that they would be making a presentation at the next council meeting.
DEPARTMENT UPDATES
J.J. Carrizal, Public Works Supervisor updated the Council that the trickling filter at the WWTP is down and he will be contacting NMED about financial options for repair. Gail McCoy, Library-Aid; Roger Schoolcraft, Chief of Police; Erich Wuersching, Fire Chief and Jesse Richards, P&Z Commissioner all gave their department updates.

1. Discussion/Possible Action: Renewal of License Agreement between the Village of Cloudcroft and the Sacramento Mountain Senior Services, Inc.
The Village Clerk informed that the Sacramento Mountain Senior Services was not able to attend the meeting to discuss conditions of the Agreement for renewal. Trustee Hamilton made a motion to postpone the item until the June meeting. Trustee McCoy seconded the motion and the motion carried with a roll call vote of all voting “aye”.
2. Discussion/Possible Action: Recommendations from Lodger’s Tax Committee for FY 26-27 Lodger’s Tax Funding to the Following Applicants:

After discussion between all, Trustee Hamilton made a motion to approve all the awards, Trustee Willett seconded the motion and the motion carried with a roll call vote of all voting “aye”.
3. Discussion/Possible Action: Appointment of Gail Overstreet Stone to Serve on the Outdoor Lighting Advisory Committee
Trustee Hamilton made a motion to approve the appointment, Trustee Willett seconded the motion and the motion carried with a roll call vote of all voting “aye”.
4. Discussion/Possible Action: Appointment of Bob Higgins to Serve on the Outdoor Lighting Advisory Committee
Trustee Willett made a motion to approve the appointment, Trustee Hamilton seconded the motion and the motion carried with a roll call vote of all voting “aye”.
5. Discussion/Possible Action: Hire of Maitlyn Barnett for Seasonal Library Aide at $15/hour – Sandra Barr – Library Director
Trustee Willett made a motion to approve the hire and pay rate, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”.
6. Discussion/Possible Action: Hire of Malary Davis for MVD Clerk at $23.50/hour
Trustee Hamilton made a motion to approve the hire and pay rate, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”.
7. Discussion/Possible Action: Hire of Andrew Gaines for Public Works Department at $20/hour
Trustee Hamilton made a motion to approve the hire and pay rate, Trustee McCoy seconded the motion and the motion carried with a roll call vote of all voting “aye”.
8. Discussion/Possible Action: Raise of $3/hr for Ashley White, Utility Billing Clerk
Trustee Willett made a motion to approve the raise, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”.
9. Discussion/Possible Action: Resolution 2026-15, a Resolution Establishing an Annual Schedule of Governing Body Meetings and Determining Reasonable Notice for Public Meetings of the Village of Cloudcroft
Trustee Willett made a motion to approve Resolution 2026-15, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”.
10. Discussion/Possible Action: Set Public Hearing for Governing Body Compensation via Ordinance – Trustee Gail McCoy
Trustee McCoy made a motion to set the public hearing, Trustee Hardwick seconded the motion and the motion carried with a roll call vote of all voting “aye”.
